On 14 February 1854 the letter was published officially in Le Moniteur universel, No. 45. Nicholas I's reply, containing a refusal to accept Napoleon III's proposal, was sent off on 9 February 1854 and published in Le Moniteur universel, No. 64, 5 March 1854
