On Monday evening Palmerston[1] is to put forward his proposals on England's FORTIFICATIONS—a big DODGE, this. It would be a good idea if you could let me have a short article on the subject for the Tribune by Wednesday[2] (for it's not till Wednesday that I have to send the thing off from here).[3] Salut.
